0) Purpose and Scope
These policies govern interactions between IOREA and its students and are intended to satisfy student disclosure requirements for applicable oversight bodies and workforce funding programs (including the Idaho Eligible Training Provider List / ETPL and Idaho LAUNCH where applicable).
0.1 Program Types Covered
IOREA offers one or more of the following program types. Your enrollment confirmation will state which type applies:
0.2 Order of Precedence
If you receive tuition assistance through a third-party workforce program (including Idaho LAUNCH or WIOA-related funding), the following order applies when there is any conflict:
1) Non-Discrimination and Equal Opportunity
IOREA admits students without regard to race, color, religion, sex, sexual orientation, gender identity and/or expression, national origin, age, disability, marital status, veteran status, or any other status protected by applicable law.
IOREA will provide equal access to programs and will not retaliate against any student for raising a complaint, requesting an accommodation, or participating in an investigation.
2) Accessibility and Reasonable Accommodations (ADA)
IOREA provides reasonable accommodations for students with disabilities. Accommodation requests should be submitted to IOREA at least 10–14 business days in advance when possible.

If a course or component is delivered via a partner platform, IOREA will coordinate with the partner to implement reasonable accommodations to the extent technically feasible and permitted by law/policy.
3) Enrollment, Identity, and Program Integrity
Students must enroll using accurate legal identity information required for regulatory reporting and certificate issuance. Students may not share accounts or allow others to access coursework under their name.
Where a program requires identity attestation at course completion (digital signature or equivalent), students must complete it to receive a completion certificate.
4) Tuition, Fees, and Payments
4.1 Published Tuition and Fees
Program tuition and any required fees will be disclosed at checkout and/or in the enrollment agreement. IOREA’s published tuition/fee schedule applies to all students unless a lawful, published discount is offered.
4.2 Workforce Funding / Idaho LAUNCH
If a student uses third-party funding (including Idaho LAUNCH), IOREA may be required to invoice and receive payment directly from the funding administrator. Students remain responsible for any portion not covered by the funding program.
5) Refund Policy
Refund eligibility depends on the program type and funding source.
5.1 General Refund Rules
Refund requests must be submitted in writing to [email protected].
IOREA will acknowledge receipt within 2 business days.
Approved refunds are typically processed within 14 business days after approval, unless program rules require a different process.
5.2 IOREA-Administered Live/Instructor-Led Training (if offered)
If IOREA cancels a live/instructor-led course, students may choose either:
If a student is not reachable for a period of greater than 120 days to the e-mail address they used to register for a class, and the school in good faith contacts the student a minimum of three times regarding the class fees they paid during that 120 day period and the student does not respond in that 120 day window, they forfeit their right to a refund.
For student-initiated withdrawal from live/instructor-led training, IOREA’s refund eligibility and deadlines will be listed in the enrollment agreement for that course.
5.3 Partner-Delivered Online Training (Delivered via Approved Partner Platform)
For online self-paced training delivered via an IOREA-approved partner platform, refunds follow the Partner-Delivered Online Training Refund Rule stated in your enrollment confirmation and product description unless third-party funding rules override it.
Default rule (if not otherwise stated): refund requests must be made within 30 days of purchase/enrollment, before expiration, and while progress is not more than 50% complete as recorded in the partner LMS.
The partner’s Customer Support is the student’s administrative point of contact for refund requests. IOREA may rely on partner LMS records to verify progress/completion thresholds.
5.4 Supplemental Learning Resources (IOREA Add-Ons or Included Materials)
Supplemental resources may be:
5.5 Payment Processing Fees / Shipping / Physical Goods
Unless required by law, non-recoverable third-party payment processing fees and shipping costs are not refundable. Physical goods that have been shipped may not be refundable unless defective or required by law.
5.6 Workforce Funding / Idaho LAUNCH Refund Handling (Critical)
If a student’s tuition is paid in whole or in part by a third-party workforce funding program (including Idaho LAUNCH):
6) Cancellation Policy (Student-Requested)
If a student requests cancellation/withdrawal, IOREA will apply the refund policy above based on program type and funding source. Students should request cancellation promptly in writing to avoid loss of eligibility under completion/progress thresholds.
7) Attendance Policy (Live / Instructor-Led Only)
For live/instructor-led courses where attendance is required, students must meet the attendance requirements stated by applicable regulatory policy and/or the course enrollment agreement.
For self-paced online training, “attendance” is measured by activity and progress tracked in the LMS.
8) Make-Up Work Policy (Live / Instructor-Led Only)
When permitted, make-up work may be assigned at IOREA’s discretion to satisfy attendance requirements. Make-up work must be completed by the program’s required completion/reporting deadlines, if applicable.

9) Satisfactory Academic Progress (SAP)
9.1 Purpose
SAP defines expectations for continued enrollment, access, and (where applicable) workforce funding compliance.
9.2 SAP Standards (Self-Paced / Online)
Unless your enrollment agreement states otherwise, SAP is measured by:
IOREA may consider a student not in SAP if the student:
9.3 SAP and Workforce Funding
If a student uses third-party funding (including Idaho LAUNCH), IOREA may be required to report outcomes including completion status and may be required to take action for “drop/no-show/unsatisfactory progress” consistent with the funding administrator’s rules.
9.4 SAP Appeal
Students may appeal SAP determinations by submitting a written appeal to [email protected] within 10 business days of notice. IOREA will respond in writing within 10 business days after receiving the appeal and any required supporting documentation.
10) Completion, Certificates, and Regulatory Reporting
Completion requirements vary by program and jurisdiction. Students must complete 100% of required coursework and required assessments to receive credit/certificates where applicable.
Where a partner platform issues completion certificates and/or reports completion to a regulatory agency, IOREA may coordinate and verify completion records using LMS reports.
11) Student Records, Privacy, and Confidentiality
11.1 Records Retention
IOREA retains student enrollment and completion records for at least the minimum period required by applicable oversight bodies and program requirements, and in any case no less than five (5) years for completion-related records unless longer retention is required by funding programs or law.
11.2 Confidentiality and Permitted Disclosures
IOREA treats non-public student information as confidential and uses it only for legitimate education, support, compliance, reporting, billing, and program administration purposes.
IOREA may disclose student information when necessary to:
11.3 ETPL / Workforce Funding Data Reporting and SSN Collection (If Applicable)
If a student enrolls in a program listed on the Idaho ETPL and/or funded by workforce programs, IOREA may be required to collect and report certain information (which may include Social Security Number) for outcomes tracking and performance reporting.
Students will be provided an enrollment disclosure/consent statement describing:
12) Code of Conduct and Dismissal
Students are expected to act professionally and honestly. IOREA may suspend or dismiss a student for:
13) Marketing, Promotions, and Recruiting During Instruction
Instructional time and instructional materials are intended solely for education. IOREA will not use required instructional time to promote unrelated products/services or broker recruitment. Optional resources may be offered separately and clearly labeled as optional.
14) Grievance / Complaint Policy (Due Process)
IOREA encourages resolution at the lowest level possible, but provides the following formal process.
14.1 Step 1 — Informal Resolution
Students should first contact IOREA support ([email protected]) describing the issue and desired resolution.
14.2 Step 2 — Formal Complaint
If unresolved, students may submit a formal complaint in writing to:

IOREA will:
14.3 Partner-Delivered Training Complaints
If the complaint involves partner-delivered coursework (e.g., LMS functionality, course content delivery, instructor/Q&A support on the partner platform), IOREA may coordinate with the delivery partner to investigate and resolve the issue.
IOREA remains the student’s administrative escalation point for resolution, especially for billing/refunds and workforce funding administration.
14.4 Final Decision
The School Director (or designee) will issue the final written determination. Where appropriate and lawful, IOREA may offer remedies such as extension, re-enrollment options, partial credit, or other corrective actions, subject to program rules and regulatory requirements.
15) Partner-Delivered Training Disclosure (Transparency)
IOREA may deliver some program components through an approved education partner (currently The CE Shop). When this applies:

- IOREA Supplemental Learning Resources (videos, study plans, practice tools, math support, etc.)
0.2 Order of Precedence
If you receive tuition assistance through a third-party workforce program (including Idaho LAUNCH or WIOA-related funding), the following order applies when there is any conflict:
- Third-Party Funding Program Rules (Idaho LAUNCH / WIOA / grant administrator rules)
- These IOREA Student Policies
- Partner-Delivered Platform Terms (only to the extent they do not conflict with #1 or #2)

- B) a course credit for future use.

5.3 Partner-Delivered Online Training (Delivered via Approved Partner Platform)

- Sold separately as optional add-ons (refund terms disclosed at purchase).
5.5 Payment Processing Fees / Shipping / Physical Goods
Unless required by law, non-recoverable third-party payment processing fees and shipping costs are not refundable. Physical goods that have been shipped may not be refundable unless defective or required by law.
5.6 Workforce Funding / Idaho LAUNCH Refund Handling (Critical)
If a student’s tuition is paid in whole or in part by a third-party workforce funding program (including Idaho LAUNCH):
- Funds paid from the program are not refunded directly to the student.
- If a refund is required/approved, IOREA will coordinate return/credit of funds consistent with the funding administrator’s rules and processes.
- Students may only receive refunds for amounts the student personally paid (if any), subject to eligibility rules and completion/progress thresholds.
6) Cancellation Policy (Student-Requested)
If a student requests cancellation/withdrawal, IOREA will apply the refund policy above based on program type and funding source. Students should request cancellation promptly in writing to avoid loss of eligibility under completion/progress thresholds.
7) Attendance Policy (Live / Instructor-Led Only)
For live/instructor-led courses where attendance is required, students must meet the attendance requirements stated by applicable regulatory policy and/or the course enrollment agreement.
For self-paced online training, “attendance” is measured by activity and progress tracked in the LMS.
8) Make-Up Work Policy (Live / Instructor-Led Only)
When permitted, make-up work may be assigned at IOREA’s discretion to satisfy attendance requirements. Make-up work must be completed by the program’s required completion/reporting deadlines, if applicable.
Accepted make-up work methods (as applicable):
- instructor-assigned equivalent work related to missed content
- attendance in corresponding session(s) in a subsequent offering
- supervised viewing of a recording of the missed session(s)
9) Satisfactory Academic Progress (SAP)
9.1 Purpose
SAP defines expectations for continued enrollment, access, and (where applicable) workforce funding compliance.
9.2 SAP Standards (Self-Paced / Online)
Unless your enrollment agreement states otherwise, SAP is measured by:
- consistent engagement and progress in the LMS, and
- completion of required course components within the allowed access period.
IOREA may consider a student not in SAP if the student:
- shows no measurable progress for an extended period, or
- fails required milestones, or
- fails required assessments in a manner that prevents completion within the program’s allowed timeframe.
9.3 SAP and Workforce Funding
If a student uses third-party funding (including Idaho LAUNCH), IOREA may be required to report outcomes including completion status and may be required to take action for “drop/no-show/unsatisfactory progress” consistent with the funding administrator’s rules.
9.4 SAP Appeal

11.3 ETPL / Workforce Funding Data Reporting and SSN Collection (If Applicable)
If a student enrolls in a program listed on the Idaho ETPL and/or funded by workforce programs, IOREA may be required to collect and report certain information (which may include Social Security Number) for outcomes tracking and performance reporting.
Students will be provided an enrollment disclosure/consent statement describing:
- what data is collected,
- why it is required,
- how it is protected, and
- who it may be shared with (e.g., Idaho Department of Labor / workforce administrators) for program reporting purposes.

- cheating or falsifying records,
- harassment/discrimination,
- threats or unsafe behavior,
- non-payment of required student-paid balances (if applicable),
- misuse of accounts or identity violations.

Instructional time and instructional materials are intended solely for education. IOREA will not use required instructional time to promote unrelated products/services or broker recruitment. Optional resources may be offered separately and clearly labeled as optional.

- The partner platform may host course materials, track progress, issue course completion certificates for partner-delivered components, and perform certain completion reporting.
- IOREA may access partner platform reports to confirm progress and completion.
- Refund and grievance handling will follow Section 5 and Section 14 of this policy, with partner rules incorporated only when consistent with workforce funding rules and these IOREA policies.
